Thirty-Three years of combined experience in the safety, training and confined space rescue. The results of his efforts have seen a significant reduction in accidents (82%) in the petro-chemical, power generation, mines, above ground storage tanks, offshore drilling /production operations, construction, and general industry. . David authored and developed hundreds of safety programs for many different types business in many different industries. David also authored and developed the internationally respected S.T.O.P. Accidents Safety Program. Developed various Government Certified Required Safety and Technical Training Courses, and corporate safety and training programs for fortune 500 companies. He developed and teaches at the University of California the Behavioral Based Safety program S.O.S. Holds Certifications in 54 agency required Safety and Health Courses, 17 Technical / Mechanical and 15 IDLH Safety and Environmental Courses. Instructor Certifications for MSHA (Mine Safety and Health Administration) parts 46 & 48 for Mining Operations, Tank Entry Supervisor, Confined Space Entry Supervisor, Confined Space Rescue, Incident Command Systems, Emergency Response, and Hazardous Spill Response, T-2 Instructor, and IDLH Operations.

With over twenty years of combined experience in the manufacturing, petro-chemical industries and oil and gas, Brian has devoted the past fifteen years to developing, implementing and managing broad-based occupational safety and health and security programs that meet or exceed OSHA (29 CFR 1910, 1926), DOT 49 CFR 193 and the National Fire Protection Association (NFPA) requirements at both the corporate and the plant level.

Tank Entry Supervisor / Course Development

Allen has been in the Technical Rope Rescue business for over 25 yrs. He got his start in technical Rope Rescue as a rock climber and has been fortunate enough to climb in some great places both in the states and all over the world. Allen has provided technical rope rescue for different companies, state agencies, governmental agencies, and some military agencies, all over the world, for approximately 25 yrs. Training and Certifications held include an extensive list in the confined space rescue, offshore, EMT/ Paramedic, and high angle technical rope rescue fields through OSHA, NFPA, PETANS and several other organizations.

Crew Leader / Field Superintendent

A Member of STARS since 2009, Damien quickly rose through the ranks from Rescue Tech to Field Superintendent. More than five years of confined space training with four years professional experience in the industry. Damien is also a Certified EMT Basic and 2008 graduate from the Fire Academy.

Jared Robson

Rescue Team Leader

Jared has been working in the Petro-Chemical Industry for over eight years performing jobs such as; Boilermaker, Structural Fabrication and Iron Work. In 2006 he received his Texas Firefighter Certification. Other certifications held include EMT-Basic Course Completion, OSHA-10, Hazmat Awareness Level and High-Angle Rescue. Jared also has seven years of experience as a Volunteer Firefighter in which he has held positions such as Lieutenant, Captain and Assistant Training Chief.

Jose Rios

Jose Rios



Jose has been working in the refinery and Petro/Chemical Industry for over ten years. He started in the Industrial Services field, performing Tank Cleaning, Hydro-Blasting, and Waste Disposal. He started off as a Commercial Truck Driver then quickly moved up to Crew Leader and finally Site Safety at Shell in Deer Park, TX. Jose has worked for several Industrial and Environmental Service companies throughout his career. He is a 2008 graduate of Deer Park’s Fire Academy becoming a State Certified Class 1 Firefighter and Hazmat Response and is now part of the STARS Rescue Team.

12 Years Petro-Chemical Industry. 6 years Maintenance and Safety. 6 Years Operations, Fire Safety Team. Currently 1 year Safety and Confined Space Rescue Team Leader.

A member of the STARS team since 2009, Grant is a graduate of the Lamar Institute of Technology Fire Academy.

Than Tran

Than P. Tran



Than has worked in the industry for over seven years. His expertise is in Environmental, Safety and Health including Tank Cleaning, Hydro-Blasting, Center-Fuse and Degassing Tank. He has taken the 40 hour Hazwoper course.

Jason Wallace

Jason Wallace



Jason has spent the last seven years working in the industrial and petrochemical field as an electrician and data communication specialist. He has been with STARS since July 2010.

Ronald Smith

Ronald Smith



Ronald has two years experience with Iron Work and Rigging for Cranes. He also has two years experience with Process Operations and ERT and 14 years trained with Rescue Rigging and S.O.P. of Rescue Techniques and Procedures.
